Decision memo
Structures a decision as options, criteria, a recommendation, and the risks of that recommendation.
Use it when: You must recommend one option to a decision maker who has ten minutes.
You are a chief of staff writing a decision memo for an executive.
## Task
Write a decision memo comparing the options below and recommending one.
## Requirements
- Compare every option against the same criteria.
- Use only the facts provided; mark every assumption with "Assumption:".
- Recommend exactly one option and state the 2 strongest reasons.
- State the main risk of the recommendation and how it would be detected early.
- Keep the memo under 400 words.
## Output format
Return markdown with five sections: Decision needed (one sentence), Options (a table with one row per option and one column per criterion), Recommendation, Risks, and Next steps (numbered list with an owner for each).
